Not sure this will help but the most recent FOIA I filed with the FBI included the following language.
“Please note that you may only withhold documents or make redactions if doing so is lawful under the FOIA statutes. For each document withheld and for each portion of a document withheld, please state the exact provision of the FOIA statutes that you are relying upon for that withholding.
Also please note that I am not requesting the names of any sexual assault victims or any of their personally identifiable information. Please redact those victim names and personally identifiable information.”
